Shahdol – Phulpur Gas Pipeline (SHPPL)

RIL has been awarded by the Government of India the Coal Bed Methane (CBM) blocks, located in the districts of Shahdol and Annupur in the state of Madhya Pradesh. The plateau production of CBM from these blocks is expected to be about 3.5 mmscmd.

To evacuate and transport gas from these blocks to the potential customers it is planned to build and operate a natural gas pipeline from Shahdol in Madhya Pradesh to Phulpur in Uttar Pradesh where it hooks up with Gas Authority Of India (GAIL)’s existing Hazira -Vijaipur- Jagdishpur (HVJ) Pipeline Network.

Petroleum and Natural Gas Regulatory Board (PNGRB) had invited bids for laying, building, owning and operating Shahdol Phulpur Pipeline (SHPPL).

RGPL emerged as the successful bidder and has been authorised by PNGRB to build, own and operate the pipeline on the principles of common carrier.

Gas Source

The current source of gas is Coal Bed Methane (CBM) blocks in Sohagpur East (SP-E) and Sohagpur West (SP-W) located in Shahdol district in Madhya Pradesh of RIL.

The gas from neighbouring CBM blocks of other entities can be potential sources of gas in the future upon development of these fields.

SHPPL System Configuration

SHPPL system is a 16” diameter x 304 km main pipeline, comprising of Compressor Station (CS) at Shahdol where gas is received from RIL operated Gas Gathering Station (GGS) of RIL, 12 mainline block valves (MLVs), one Intermediate Pigging Station (IPS) at Rewa, Metering and Regulating (M&R) station at Phulpur, provision of tap-off stations along the pipeline for supply to future customers, cathodic protection system, emergency shutdown system, flow measurement and control instrumentation, fire and gas detection system, fire protection system, control room, auxiliary buildings and associated facilities.

The pipeline is designed, constructed, tested, commissioned and operating in accordance with PNGRB Regulation “Technical Standards and Specifications including Safety Standards for Natural Gas Pipelines (T4S)” and “ASME B31.8 - Gas Transmission and Distribution Piping System”.

SHPPL System is remotely monitored, operated and controlled from Pipeline Operations Centre (POC) located in Shahdol called SPOC, and backup POC located at Lalpur, called LPOC. The pipeline operations are accomplished with the help of State-of-the-art Supervisory Control and Data Acquisition (SCADA) system. Dedicated Optical Fibre Cable (OFC) based telecommunication system is provided for communication. Pipeline Application Software (PAS) comprises of leak detection and location, operation optimization, line pack calculations and survival analysis, pig tracking and look-ahead modules. Security Automation System is provided for monitoring and access control.
